Without chapters, a long video is one undifferentiated block, so the engine has to decide whether the whole thing is worth citing for a narrow question. With chapters, each section is an addressable answer. Label chapters as the questions they answer, not "Part 1, Part 2." Chapters matter most on longer, multi-topic videos; a tight 90-second single-answer video does not need them.
